This paper investigates why local councils do not improve the women’s working environment. One of the reasons is that there is a low percentage of women local councilors. In order to evaluate the working environment, we introduced an indicator which reflects (1) the availability of childcare facilities, (2) the availability of breastfeeding rooms, and (3) the implementation of sexual harassment training. The indicator revealed that the … percentage of women councilors in the municipalities with populations of more than 500,000 and populations from 100,000 to 300,000 positively affected their working environment. The low percentage of women in councils is hindering the improvement of the working environment and is also related to the lack of improvement of the women’s working environment in society. 続きを見る
